Charles Howard [1720-1786] 10th Duke of Norfolk. Allibone notes "part of this work (now very rare) was intended for a preface to a new edition of the poems of Henry Howard, Early of Surrey. A copy was sold at the Fonthill sale for 3.3s. It was said that it was suppressed by the author."
