George Kennan [1845-1924] an American journalist and explorer made an important contribution to the worlds' knowledge of Russia with his works "Tent Life in Siberia" (1887) and the above work "Siberia and the Exile System." The latter contains the authors account of his journey, with the co-operation of the Russian government, to explore the "exile system" that existed in Russia by which persons were exiled by the government to Siberia. "All I aim to do is to give the reader a clear and vivid impression of the scenery, the people and the customs of Siberia, to record the results of a careful study of the exile system.....to study the working of a penal system...."
